V Introduction 
In a world of mobile capital and repetitive corporate
relocation, governments and regulators today struggle to attract, build
and maintain effective and profitable biomedical and healthcare clusters.
At the same time, corporations actively seek out those regulatory environments
in which they can maximize innovation and profitability and minimize conflict
with regulatory authorities. A balance is therefore sought by both parties,
